Software doesn't really work that way. It's either that there is a Symbian version or there isn't. If you wanted to run a Windows app on a phone you would either need to get your hands on the source code and modify it to run on Symbian, or rewrite the entire program from scratch. There's a huge difference in the architecture of a computer and a phone, and you need to take into account the limitations of that platform.
