If you smoke a bong without water and pure weed, your gunna be very very high. If you smoke a bong with water and pure weed its harder to get as high. Never mix tobacco also homemade bongs are the best to smoke as even after you had your hit if you pull your mouth away from the part you put your mouth on then smoke will still come out unlike a real bong. Also some of the smoke escapes from a joint and all the smoke stays in the bong as long as you can take it all down. So yes bongs get you more high than a joint.
