Another Trivia Question! 10pts to right answer!?

You could possibly receive 10 points if you can tell me what this is AND how it was used. http://www.prices4antiques.com/item_images/medium/43/48/81-01.jpg

If someone answers the question with the correct answer I will award that person with 10 points. If there are multiple correct answers, I will let the question go into voting for a day or so. Once it is there, people will vote for what they think is the best answer. I will look through the answers and then award the 10 points to the correct answer with the most number of "thumbs-up" votes.. Happy hunting!

Also, if you think you find the correct answer, please do not put a link up to where you found your answer. No cheating.
Remember to say HOW it was used.

coin operated dice popper and built in cigar cutter

After inserting a coin, the person would put a cigar tip in the hole at the top. While turning the knob, the cigar tip would be cut off and the dice would pop.
