Phnom Penh or Siem Reap?

I am hoping to volunteer in Cambodia toward the end of the year. There are programs in both Phnom Penh and Siem Reap. They are much the same, however, I am not sure which one to choose based on location, which would be best?

I plan on at least visiting both places, however, the placement will be 2-3 months, so I would like to choose the place that will be best.
