is my laptop broken , or can i fix it ?

hey , im 15 and im not too technical , but one day , my laptop for some reason , wont start , it comes on saying choose safe mode , normal start, last conf thta worked , safe mode ( network . ect... ) and ive clicked em all , but all it does all the time is start loading , but then flash onto a blue screen ( cant read what it says becas its too fast ) and then resets itself ? is there anything i can do to reset it maybe or something?
