Strange "cannot connect to xbox live" error message - can connect to live in games.?

I am getting a strange error message when I try to change anything to do with my "windows live ID" for my xbox live gamertag. The error message states that "I cannot connect to xbox live". The weird thing about this is that I can connect to xbox live to play games and stuff, but can't talk to anybody on xbox live (because of the family settings) I was wondering if anybody has any idea why I can't access and change the family settings (I know the e-mail address and the password, plus the error comes up before I even have the option to type them).

Also, I tried calling customer service. After passing through about 3 people (each up in rank from previous) they told me they would "talk to microsoft about it, and would try to fix this problem". I have a feeling that could be a while, if that's my only option (to wait).
