How to convert DVDrips and Blue Ray rips to a mobile phone compatible mp4?

I wanted to convert big movies of 700MB to 2000MB into small files to run in my mobile phone which has max screen resolution of 640x360 and it supports mp4 and mpeg format !

Please suggest some good video convertors which are easily available and I have already tried Total Video Convertor it didn't do the trick !
