Who is Big Gay Al? (Read description please) ^-^?

I've seen a few episodes of South Park recently and they were mainly about a really random scout master guy named Big Gay Al.. And in one of the episodes there was actually a picture of a real person..

I was just wondering if this is actually a real person or if it's just a made up person by the creators of South Park or if it's just some random nickname given to all American scout masters or something.. (I'm Australian so I wouldn't know.. ^-^)
