out the student is a bully? if your student is using his skills to bully other people, would you turn him away? or would you teach whoever has the money to pay?

I have always heard of instructors kicking out bullies from their dojos, but who knows?
Maybe the sensei can work with the parents to help a bully grow morally out of his bulliness.
Most bullies are misguided souls, not purely evil entities.

Really, its the teachers choice, not the students, a student cannot force a teacher to teach, while a teacher can force a student to learn (be it a lesson or a lesson) you know what im saying?
