Sync and back-up phone (make sure you select to sync your contacts) to your computer, using iTunes. If you are using Outlook for your email program it will make this process easily. Step by step walk thrus are available on apple.com

Sync your old phone with itunes making sure that you've checked off "Sync Contacts." Then, plug your 4 into iTunes and sync.

Sync your old phone with itunes making sure that you've checked off "Sync Contacts." Then, plug your 4 into iTunes and sync. And,You can get your iPhone unlocked from Network lock using Remote unlocking method. Which is the safe and secure method to unlock iPhone. You can get this service from OnlineGSMUnlock.com here you need to specify your country, Network name to which it is locked, IMEI number of your iPhone. Here they unlock your iPhone using latest versions of iTunes. This is permanent unlocking solution. Both upgrading and downgrading will not lock your iPhone again.
