Why do boys and girls get in trouble for Pda but girls and girls don't?

My boyfriend and I got ISS for Pda and I was wondering why do boys and girls get in trouble for pda but girls and girls dont? My friend and I were holding hands skipping down the halls and they didnt tell us anything but if my boyfriend and I were doing that we would get in trouble. Why?
We get in trouble if we hold hands or hug but my friend and I were holding hands and hugging (we are not like that we were just playing around) and they didnt tell us anything, So why do boys and girls get in trouble but girls and girls dont?
