Is Inspector Gadget a Super Hero?

Well, let's ask the following questions:
Is he a good guy?
Does he have abilities that no one else possesses?
Does he have enemies that are evil/bad?
If you gave a positive answer to all of these questions, then yes, he is a superhero.
Now if you're worried about his competence, I got news for you: just because he's a superhero doesn't mean he has to be great. Take Ant-Man, for instance (the newest version). When he started out, he gave heroes a bad name. And in a way, he still does.

no because he uses gadgets and to be a super hero don't you have to have a super power
