question about divorce?

My mom divorced my dad a few years back and now wants to get a passport for my little sister so they can go to Mexico for vacations this summer but the Passport office has several requirements for procedure for divorced parents and is not sure whether her decree of divorce grants her full custody of me and my sister.the decree says as follows:IT IS ORDERED AND DECREED that "My Mom", Petitioner, is appointed Sole Managing Conservator of the children.IT IS ORDERED AND DECREED that "My Dad" Respondent, is appointed Possessory Conservator of the children.can any one please interpret this and give me your opinion?Thank you in adavance.
