Can retail stores lose their tobacco license for selling tobacco to 19 year olds?

The smoking age in NY is 18, and licensing is done on a state level, not a local level; so if a county changed the smoking age to 19 (Nassau and Suffolk) could retail stores lose their lotto/tobacco licenses for selling tobacco to an 18 year old?
 
The city and county can changes their laws even through the state made it 18, becaus your city or county thinks that to many underages are smoking too much. so they can make you shut down. and they also have to have a warrant to shut you down too.
