Notice of Lien and Sale?

A friend of mine got this letter about his old car that states that he owes ,000 and some change for towing and storage fees. the car's estimate value is only 2,000. he told he had returned the plates to the DMV and closed the insurance then gave the car to his friend for parts before going oversease for a vacation. eight months later he gets this letter asking large amount of money for storage fees. the letter also states that the car will be advertised for sale in some auction in Staten Island. what should he do ?
