If tobacco smoke passes through water (ex. hookah, bongs, etc.) would the resulting smoke have less nicotine than smoke that has not gone through water filtration?

Firstly there is not such thing as soluable .. the word is soluble.

nicotine is water soluble and can penetrate skin.
