does wind affect mobile phone reception?

basically, mobile phone reception appears NOT to be affected by wind. But is that correct? at what point does wind, rain, etc... affect radio signals?
 
Yea I'm pretty sure it does 'cuz when I was in huricane Katrina I kept on tryin' to call the government to save me when the wind and water was fillin up my house and nobody ever answered. I bet it was cuz a the wind!
 
Yes it does. Wind makes things move. Trees sway and buildings sway. Radio waves tend to bounce in strange ways off objects. Some frequencies go right through and others ricochet. Depends on the signal and the location of the receiver and everything between the two. Satellite signals are more direct.
