The legal age for purchasing cigarettes in New York City is eighteen years old, that I know. But if a minor is just seen smoking them in public, what would the course of action be? Can s/he get in trouble?

Yes that is illegal to smoke if you are not 18 or older.

there is no law prohibiting minors from smoking cigarettes in new york.

You get a ticket, least here in cali you do. You should check up on your state laws regarding that, or ask a police officer.
