Creating a cs 1.6 dedicated server?

Hi. It's my first post here, so pls help if I make any mistake. I play Counter Strike 1.6 non steam that a friend got for me (so no link to download place) and it came with a dedicated server option. I try to use it, it opens, i chose all and put internet, but still other ppl beside my lan's can't enter. Thank's to any1 who help's me

IM SHOOTING THAT THE NON-DEDICATION FOR YOUR SERVER IS COMING FROM THE NON-STEAM.I AM NOT 100% SURE BECAUSE STEAM IS A COMMUNICATOR FOR PLAYERS MOSTLY SOOO.....

Hey man, The Cs version he gave you is only for Lan i use to have that.. Without steam there is no way to play online.. But wait for it if your freinds have the other one there is a program called himatchi it just acts like a lan server but they can be at there house so its over the net but like lan am i confusing you lol? well the end
