No, they have the same power.
Each officer has their jurisdiction. The park officer is in charge of the safety and law enforcement in the park. The laws they enforce are dependent upon whether it is a state or federal park.
A conservation department officer in Illinois does, if you think about it, they really have the authority in all of the state, similar to a state patrol officer. They have arrest powers, and they know the regulations on hunting, fishing, and wildlife protection. They also have the ability to go on bodies of water and issue citations and do inspections on watercraft. It does make obvious sense to me that they would have more authority.
