My two year old little girl has been home from foster care for over three months and a few weeks ago she started constantly whining and crying. She has a very high pitched cry and acts like something is wrong no matter what is going on. The whining and crying is CONSTANT and she follows me around like this all day long. If I try to pet her and console her it does not help. If I ignore her it doesn't help either. What can I do? Thank you!
