How do Blue Ray companies turn old low quality movies into high 1080p movies?

I've seen old movies like terminator, the mummy, robo cop and other movies sold at Best Buy, Future shop and Walmart on Blu Ray 1080 p. I know those movies were never shot at 1080 HD in the first place and are not 1080 p material.

So how do they do that how do they turn an old low quality movie into an HD 1080p movie. And when you do that does the quality and clarity change at all or is it still the same? Please tell me.
 
Actually when they were filmed the resolution of the master copy is higher resolution than 1920 X 1080 which is what your tv is capable of. Think about how large a theatre screen is. If a movie was shown on a screen that large at 1920 X 1080, it would look terrible.
