What is a cell phone skin?

Okay, so I want to get my boyfriend a cell phone cover for part of his christmas gift. The only problem is that I can't find the one I want. I want to get it custom made with the design I pick. I found web sites that let me make skins, but what is the difference between a skin and a cover?!

ALSO! does anyone know websites where I can custom make the plastic cases? Because I feel like skins are just the rubber casings or like stickers. and I want a plastic case.
