Are those links on /b/ and /r/ that have links like tourl.com or way.com just trolls?

The ones that are always there and say nasty shit like 'Underage' or 'incest' or whatever? My friend went to one or two of them and the bring up some kind of promotion/survey thing for a password, and he d/l'ded some videos or something but I don't think they were actually videos or cp. Are they police or something?
