Why do I get caught for pirating movies on Time Warner but not with Verizon DSL?

I used to download movies on Verizon's DSL and never got a warning of any kinds or anything, but when i started downloading movies on Time Warner Cable. I got a warning from the Cable Company that the movie studio wasnt very happy and wanted me to stop. I used to download using Torrent. Does it matter if the movie is complete or in pieces like Newgroup downloads? Any reason why this would be?
What I wonder is why Cable Providers seem more hard up on getting their customers to stop, but Verizon doesn't seem to care. Is it because Cable Internet is shared bandwidth and everything is seen by the Cable Provider?
 
the movie and record company's have decided to have the internet company's go after the downloaders rather than them putting you in jail
