How do you know about the underwear habits of most English girls?
I think that may be your imagination. Some girls go out like that but certainly not all, and not most.
I'd rather see an ordinary modest dress sense, of the ordinary British girls then an all over covering of the burka. Which in my opinion is ridiculous and extreme.
