I Have A Cincinnati Bell Wireless Cell Phone. My Plan Involves No Internet Just The Basic Texting and Calling Needed... I Looked Up Phones On Ebay...

Id say no... He said AS-IS theres prolly a defect with it since he says AS-IS if it is broken or has a defect your screwd basicly. It wont work with cinci anyway youd have to pay to get it unlocked unless you know someone.
 
No I wouldn't buy it. There's a reason it's that cheap you would have to pay to get it unlocked. It states in the listing that it's locked to at&t if that's the phone that you really want then I would search Samsung Blackjack Unlocked on ebay or call at&t and see how much it would cost to unlock it first.
