Handheld Scanner Antenna?

Can Somebody tell me if this antenna will pick up lower frequencies such as uhf vhf ect.....i know it is tuned for the 800-900 mhz range but will it pick up lower frequencies?

A receiving antenna doesn't have to be resonant at a particular frequency. The only concern would be that it would provide an inadequate match for a transmitter, or transceiver, tuned for lower bands.

the link shows that phrase "can transmit too". Before trying that, I'd get more information on what frequency it was actually cut for.
