It's actually like sarcasm? Not really a laughing face I suppose. If you tilt your head you can sort of see it, I guess it's another smiley for ":l" Which basically means "i'm not amused." So, yeah. I hope I helped out!

"LL" often is a mistype for lol.
"L" can mean love- or even an abbreviation for an abbreviation- it can mean lol!
":L" is a type of sad face, or slightly sad.

it doesn't mean any of what you idiots have said. it means the same thing as :/ it is the concerned or not so sure about face. It means that you are hesitant or concerned. Damn you people are stupid why the fuck would it mean laughing....
