"Physical Restrictions" on the relationship?

So he and I have been going out for a week, but he and I have known each other for a little more than two years. He wants to set rules on our physical, err can't think of a word

Though both he and I don't really believe in the whole sex before marriage thing.
Ideas on restrictions? I'm pretty open about it, and I mean.. He wants me to decide on the rules lol.
