Hookahs - are completely and utterly LEGAL.
Tobacco (shisha) - is completely legal.. because it's just that. tobacco.

BUT, should you plan to put anything else other than tobacco, such as illegal substances, then yeah, you're headed for trouble.

But honestly, i dont think you should have a problem. officers are trained to know what hookahs are used for. But, if they sense that the people are showing the symptoms of use of illegal drugs then they're prolly gonna put their foot down.

Its perfectly legal. Some people, and police, might hassle you about it because they may think your smoking something illegal, so just be sure to have the tobacco on hand to show them what's in it. So smoke up!
