Why does running a battery flat before charging improve battery life?

Do you only need to run it flat before charging when its new or all of the time?

The memory effect:
Ni MH batteries have No Memory Effect. Ni MH batteries can be charged or “topped-up” at any time without affecting battery life. For Ni Cd batteries on the other hand, they should occasionally be fully discharged before recharging in order to achieve optimum performance.

well it doesn't.Perhaps 10 or 15 years ago it might have done, but modern batteries don't require this.
