Why are my car speakers making popping/static sounds even when my car

isn't started, or my engine isn't on? I have a 1999 Audi A6, and everything was working fine yesterday. However, over the night it rained and stormed pretty heavily, I doubt that this has anything to do with the problem though. Also something to note is the fact that my battery is charging at very heavy voltage.
