My car is a 1.5L, 4 cylinder, automatic. While driving around 45mph my rpm...

...is around 3000. Is this normal? I ask this because it seems I am getting low fuel mileage.

No.
The engine should be turning around 2000 rpm.
Have your transmission checked. Something is out of adjustment.
