Is a pell grant the same as a financial aid excess payment? ?

I received notice that I am received an excess financial aid payment. I also received notice in the mail that I am receiving a pell grant. Is this money that will be disbursed to me? If I get this money, can I use it for books school supplies, clothes and a computer upgrade?
