This is kind of a hypothetical question because I have an idea of what this could cost, but are there and hand held gps systems that use satellite images instead of just a map of roads?

Even less likely but more cool, are there any that are streamed close to live, or at least updated more frequently than google earth?

Google maps for mobile combines GPS functionality with Google maps. You can switch on satellite view.

Street view is also available.
