I don't know about the others, but Dish is 100% digital (that doesn't mean HD - no provider I know offers HD international channels, except Latino programming. Mostly because their not available in HD.) However digital has great picture on it.

Dish also has different packs in many different languages so you can usually find something that will fit your budget. Plus with leased equipment they have international packs that will qualify for their 24 month service agreements so you can get a free install with up to four tvs with independent service on each tv.
You could go all international on the programming or you can mix the standard english language packs with the international programming. It's up to you.

The Vip (hd) receivers are m-peg 4 and can deliver 1080 (1080i I think, but it may be 1080p). Like I said however most of the international stations are not in HD yet, at least in America, but that being said if everything else is the same I think Dish would get you the best pic quality that your set up is capable of.

I don't have any frame of reference on the other providers, so I can only tell you what I know of Dish. I hope this helps.
