You have all those things that are needed to receive free to air television signals. The dish, lnb and the mpeg 4 receiver are okay as long as they are not locked to anyone service provider, which obviously is not the situation.
Now, you need information about satellites that can be received in India. You may Google search for the needed information and you may visit www.lyngsat.com also for detailed data. Also you may subscribe to read people's postings about their experiences on sites like Indiabroadband forum etc.
You will need much patience in aiming the receiver and open area on your housetop with opening towards east, south east and south west.
