Old post, but found this one which works for future reference...
Its for a different phone, but worked perfectly on the SGH-B130....only for one thing: to be able to slide in the card on this phone to follow the steps, you need to take out the battery which wont work....I used tape to catch the card and pulled it in gently, making sure the battery stayed in place!
Samsung Unlock Method for SGH-E250V
Unlock Method for SGH-E250V. No Cables or Software Needed.
1. Turn mobile phone on with unaccepted sim BUT NOT FULLY INSERTED (only push it half way into sim slot).
2. Insert unaccepted sim to phone (push the sim fully into the sim slot).
3. Input *2767*3855# and phone will reboot and will be temporarily unlocked.
4. Input *7465625*638*00000000*00000000#
5. Input #7465625*638*00000000#
6. Input *#7465625# to check the locks....all locks should now be inactive as or similar to below:
network lock - inactive
subset lock - inactive
sp lock - inactive
cp lock - inactive
sim lock - inactive
activa lock - inactive
phone lock - inactive
auto network - inactive
auto subset lock - inactive
auto sp lock - inactive
auto cp lock - inactive
auto sim lock - inactive
ive followed the steps but the sim lock is still active , T.T
wow!!!! simply amazing it does work.
Trying to unlock SGH-B130.
After rebooting with first code, phone hangs on the screen "Samsung SGH-B130 GPRS Dual Band". Any ideas?

and i keep getting Network lock (active) while everything else says (inactive)
Thank you! I used a narrow strip of plastic (cut off after I'd laminated some photos) to isolate the SIM from the contacts, then withdrew the plastic at step 2.
Worked like a charm on SGH-B130
