if i use wifi can i surf the web as much as i want with out having to worry about running over my data plan

With the Samsung captivate if you use wifi does it count against your data plan?

No. Only data used through the service provider counts against your data allowance. This is one of the benefits of getting a wifi enabled device. In fact, AT&T encourages users to use wifi.
