Of your choices, the Samsung is the hands down winner! Vizio is a third tier, disposable junk TV, like Insignia, Element, Dynex, Ilo, Maxent, Polaroid, RCA, and Westinghouse, to name but a few. If you have any thoughts about buying a 'cheapo' TV, read this: http://www.hdguru.com/your-new-disposable-flat-panel-hdtv/107/
The smallest screen size with 1080p is 32", and it is just for marketing hype. You can't tell the difference from 720p/1080i until you have at least a 46" screen, sit too close for comfortable viewing, and are inputting a Blu-ray player with a 1080p BRD. And I'm not familiar with a 24" LCD screen. To the best of my knowledge, the sizes go 23", 26", and 32".
