The problem is probably that you're in 3 mega pixels. I couldn't figure it out on my phone either, so I looked it up on google and I found out that you cant zoom in with 3 mega pixels. to change it to 2 or something, click the thing that says 3m and pick resolution. the lower the resolution, the more it can zoom in.
