Rogers upgrading?

I currently have a sony ericsson w580i, and I hate it. I can upgrade my phone next month because it has been a year, and I was just wondering if I could upgrade to a palm centro? Does it matter what brand of phone it is? I heard that it had something to do with how much money your bills are a month, in my case my bills are 100 - 150 a month. Also do you have to pay anything to upgrade your phone?
