Problem with rogers 10$ prepaid pay as you go card.?

I bought a rogers 10$ pay as you go card from wal-mart, I got an iPhone 3g and a rogers sim card I haven't used since 2004 I assumed this simcard run out of minutes so when I bought the rogers 10$ card to add minutes it didn't do anything I tried the *611 dial it said my call failed my rogers sim card is out of service and it doesn't activate my I phone has NO CONTRACT no term and no service plan I'm trying to use my iPhone as a phone only is it the sim card that's creating disparancies?
