Motorola Razr V3 with a Rogers SIM Card?

I've just put my old Rogers SIM card into a repaired Motorola Razr V3, that was apparently originally set up for a Cingular Plan. I've been able to get the phone and SMS functions running, but can't seem to use any of the Web features (IE downloading ringtones). Anyone have any idea how to fix this? Thanks!
