Why does my steering wheel make a whining noise when I turn?

I was driving today, in the rain, and I turned my wheel hard right to make a turn and I heard like a buckle noise once I completed the turn, like something slip out and then back in or something. Every since then, my wheel makes a whining noise when I turn. It's almost like something squeaking against something else. I don't know how else to explain this but can someone help me out!! I drive a dodge intrepid.

It sounds more like you have a fan-belt slipping when there is more strain on the power steering pump.
