Who should/can I complain too?

And what are the requirements about making a complaint to the NHS about one of their doctors recommending (without offering an alternative) treatments and saying that there are no other options, when I've found other doctors who will disagree with him completely and tell me of other (less agressive and dangerous) treatments.
