Yes to all the above, also check the pulleys and make sure they are not worn, if you are hearing the whining through your radio, you have a ground loop someplace.
I have had this happen from the power steering , check the fluid and top it off. or could be from your air intake which is normal for it to do so. if this only happens when you accelerate from zero then yeah it's just air going in fast. if it does this all the time when you have you foot on the gas then could be your power steering low on fluid.

Sounds likely to be the serpentine belt but the depending on the whine your other more serious problem could be the transmission. pop the hood and listen while someone lightly pushes the gas pedal (car in park or neutral with the brake applied); it should be pretty obvious if its the belt or not.
it could be a bad or not fluid in your power string pump or your tranny is going bye bye lol i had to add some humor
