I have a 1999 Ford Windstar and it whines when I turn, also I have always kept fluids topped off but the power steering fluid is turning dark brown. What would be causing this?

Ford power steering pumps have been doing this for decades. As they start to wear a bit they develop this distinctive noise and start to overheat the P/S fluid. Time for a flush of the system and a new pump. Sorry for your loss.
you may need to change it.. power steerin fluid an brake fluid goes bad over time... you can buy these test strips at the auto parts store
If the resevoir is full, then you need to flush the system and refill with clean fluid. If you're going to do it yourself, disconnect the low pressure hose (the one with the hose clamp) at the resevoir and aim it into an empty jug. Plug the nipple on the resevoir. Have a friend start the car and turn the wheel all the way left then right and back again several times while you keep adding fresh fluid. When it starts coming out clean, stop the engine, reattach the hose and top off the fluid. If it doesn't quiet down after a day or two try draining then adding 8 ounces of Lucas Engine Oil Additive to the resevoir.
