    They could be

    -bored
    -hungry
    -thirsty
    -tired
    -constipated
    -starting to get sick
-teething (it hurts) - my six year old's molars are sure bugging him
    -just generally wanting your attention

The list could go on and on. You may think there's no reason for it, but chances are something's going on. Try a snack, a drink, a new activity, some one on one/one on two/three time...however many you have. Change it up.

Depends on the details you have left out, is this something that just started recently? How old is the child? If it just started it could be illness starting, teething, tired and just not having a good day. If it is going on for quite a while and medical issues have been ruled out then maybe the child is a bit spoiled. But always assume there is a reason until you can rule that out. Most of the time if it is a small child something is going on.

    I've got a 5-year-old and a 2-year-old.
They whine and cry to try to get their way. If you do give in and give them their way, they will continue to try this tactic.
They cry and whine because they are immature socially and don't know a better way to deal with negative emotions.
They cry and whine because they are tired, or hungry or sick.
They whine and cry because they feel frustrated that they have so little control over choices and get tired of being told "no" all the time.
They cry and whine to get a reaction from you.
They whine and cry to get a reaction from each other.
They cry and whine to get each other in trouble.
They whine and cry to get attention (like if I spend too much time on the computer...)
